hey, everybody. i'm suzanne malveaux. we're looking at a monster storm potential of a lot of stress and a lot of action that's going to happen over the next 24 hours here. i want you to take a look at what we're watching here. this is boston. two to three inches of snow expected. perhaps up to three feet that is predicted in in boston for the weekend. this is being compared to the great blizzard of 1978, if you can believe that. that is when the city is literally shutting down after a monster storm. what are we watching here. shoppers, gas station lines.

folks who will be hitting the stores, hitting their neighborhoods trying to hunker down if they can for the weekend. right now it's a bad time to get around. more than 3,000 flights have already been canceled. that is for friday and saturday going into the weekend. we are watching boston as well. there are a lot of requirements, of course, to make sure that people are safe. as well as hospitals, getting around. and so they are requiring that all the vehicles get off the roads by 12:00 noon. we are also watching some real changes in the public transportation system. the public rail stopping at 3:30, we understand, this afternoon. there are already folks getting out there. you can imagine the officials. you can imagine the resources, the technology, the equipment that they are putting out onto the roads.

600 snow removers are out there already in place for this monster storm that is expected all the way from new york to maine. quite an amazing thing that we're watching here. we're going to be bringing this to you minute by minute, hour by hour as this unfolds over the next 24 hours. i want to take you to boston here. indra peterson, you're already bundled up. what can we expect? >> yes. it's definitely already snowing. and what a difference from an hour or so ago. we had people hanging out. they were taking their dogs out for a run. now the snow is wet and sticky, it may stick to the ground a little bit, it's just us out here. let's talk habit this blizzard is expected to storm. the first storm in that's yesterday bringing heavy thunderstorms moved up to the midatlantic. then we have the cool dry air

out of the arctic and canada. that's a second storm around the ohio valley. when these two storms merge together, that brings us the coastal bomb that we like to call it. this nor'easter bringing snowfall rates of two to three inches per hour. 70 miles per hour are possible. and visibility could drop to zero. all day i'm going to continue to do this. i'm going to show you here is the customs tower behind me. we like to tauz about visibility below a quarter mile. we can still see it. so this is the thing i feel like i'm cold and wet out here. but i am still on the upslope of the roller coaster waiting for the scary part through the overnight hours tonight. we'll continue to update you throughout the evening hours. >> thank you. i know what it's like to be out there. i covered a lot of weather out there. i want to bring in ashleigh

banfield in new york to take us through a lot of the snow, the rain, the ice, everything that will happen in the next 24 hours. ashleigh? >> reporter: you know new york too well. i look like i'm in a rainstorm, a sleet storm, i am. we're in a morphing stage right now. where these people are all trying to gorks taking the yellow cabs, maybe a visit in central park it's not going to last. it's going to get really ugly and things will shut down. they are looking to revise the transit in and out of the city. but new york has been to this before. a couple of months ago we dealt with sandy. traffic was really light into manhattan today. me thinks it's going to stay light as well.

look at this guy right here. he is right now using a skimmer just to make sure that people don't skid along in the slushy mess. but he's going to have to get himself a big shovel like the rest of us. fema has already put out the warnings to new englanders. get ready. get preprayered. batteries, shovels, candles, gasoline. there are already lines for gasoline. we went through this in sandy. many of us waiting for days. my town was dry in connecticut. couldn't get gas for days. there are blizzard warnings in effect for these states. connecticut, rhode island, massachusetts, maine and new hampshire. there are coastal flood warnings along with the blizzard warnings. it seems weird to connect those two, but they have them. they're expecting the floods to be three to five feet of storm surge along the coastal areas as well. and here's the thing, it's like

sandy all over again in terms of patterns converging. cold air coming up the coast and a big wind restorm from the midwest. jennifer delgado is monitoring the science of this much better than i did. >> you did a good job. i think you've been studying with chad myers. we're following the storm and we're watch twog areas, as ashleigh just said. one is the low off the coast. then another merging in off the great lakes. what this is going to do, this is going to produce a tremendous amount of snowfall. we're talking crippling. potentially historic. and some of the locations are going to see three feet of snow but you can see for areas including providence, boston, already heavy snow. it's only going to get heavier throughout the day. by 4:00, new york will see all snow working in.

as we go later in the day into even thing, more snow coming down, combined with the strong winds. some of the winds up to 60 miles per hour. that's going to create the blizzard conditions. we expect that to arrive tonight and tomorrow. and notice for yourself the low continues to move up to the north. we're talking this low is not going to make its way away from the coastline in until tomorrow night. in addition to the snow and strong winds, anywhere you're seeing areas like 21 inches of snowfall in new york, nearly 11. so suzanne, ashleigh, we need to make sure you have the shovels ready. i'm finding it hard to believe you have one next to you. >> i have a snow blower. two years. hey, by the way, jennifer, before you go, what do you call it when the snow comes down and feels like razor blades hitting my face.

speaking of the bosses, i hope they're listening. one was supposed to fly out today and leave here and go back to where we are. so 3,600 flights are being canceled. zain asher has been dispatched to laguardia, one of the big centers here for flying and the best way to put it is it's a bit of a drag. right, zain? >> reporter: yeah, ashleigh. it's just crazy here. united air lirns stopping flights into new york until 3:00 p.m. just to give you an idea of how severe this storm is expected to be. we've been here since 3:30 this morning. and i was able to chitchat with some travelers who were explaining their travel woes to me. one person saying he was on the phone with american airlines for about an hour and a half yesterday trying to get his flight rescheduled. he was lucky. another family saying their

flights out of boston were completely canceled. so they had to drive all the way to new york to get out of here. anyone planning travel today should of course kak the airline beforehand. take a look right there. you can see that -- you know, it's all yellow, pretty much all across the board. i'm going to break that down for you. 3,600 flights across the northeast canceled 300 alone at laguardia. jfk, 400 flights canceled. and even though at the airport right now it's calm, we predict ha in the next few days it will be mayhem here as everyone descends on the airport. everyone trying to get out at the same time. so we've been covering the two huge stories.

the country is a bit of a bookend with really massive developing stories. this big weather system is going to paralyze and affect tens of millions of people on the east coast. on the west coast there's an outrageous man hunt upside way where police are trying to find a guy before he finds them. suzanne malveaux is tracking all of the developments in the remarkable story. what more do you know now? >> it's really quite amazing. the former police officer who is now suspected of killing a fellow cop and two other folks is still on the the loose. christopher dorner is set on revenge for being kicked off the force if 2008 after accusing another officer of brutalizing a suspect. but he is still out of sight. police are expected to update the reporters in the next hour.

what is happening with the search. it's happening moments from now. i'm going to bring bring that to you as soon as it starts. we all remember the alabama boy who survived. we are now seeing the first pictures of him. he is ethan. he just turned 6 on wednesday, two days after he was rescued. he's now celebrating with his family. plans in the work for a bigger party to happen. the whole community will get involved. mean, sure they're cutd cuddly and a source of tremendous joy, but in the end they're just a whole litter of work. all the more reason to come down and pick yourself out a new subaru. safe. and with it, a little peace of mind. welcome back to manhattan, new york city, where the snow feels like rain that's frozen and a terrible storm is developing in the northeast and a very big story developing in california on the opposite coast. casey wian is joining us from larngs where police all over southern california have been watching their backs, literally, trying to hunt down a man who is frying to hunt them down, too. casey, tell us the latest on charles and how he has promised to kill lapd officers anywhere he can find them. casey, i don't think you can hear me. and i certainly can't hear you.

my apologies while we work to establish casey's ifb, which is our listening capacity from coast to coast, i'm going to throw it back to suzanne malveaux who has other news that she's covering. we'll get back to this lead story as well. >> you're absolutely right. the man hunt is continuing for the former los angeles police officer who is now suspected of killing a fellow cop, two other people still on the loose. i want to bring in new york attorney and former prosecutor. the retired chief of police in maryland who led a successful man hunt for the beltway sniper in the d.c. area a decade ago. i remember that very well, very clearly. i was in the d.c. area at the time. it was very frightening for a lot of us who were ducking and dodging while we went to go fill our cars up at the gas station. people who were shot at bus stops, at stores, the sniper investigation that continued for

week weeks and weeks as we try to search for the killer. are there similarities here? >> well, certainly one of the things that make it different is that they know who they are looking for. yesterday felt like hot pursuit. as we get into the day and maybe tomorrow, it's starting to feel like maybe it's an investigation. and if it is an investigation, then certainly we will need some time of organization or structure. some type of command structures. i realize the police officers in southern california network. as we look at nevada, mexico, southern california, there may have to be some type of way to prevent stove piping, put some kind of organization in place to coordinate the investigation, as opposed to the hot pursuit man hunt that it felt like yesterday. >> does it feel like the tracks are cold? he's already dumped his truck. apparently tried to steal a boat as well.

we know there's a pattern or path to follow him. do we know where he might be going? do we have a sense as time passes on that the trail is cold? >> will, i think that's why it moves towards investigation as opposed to pursuit. i also think we need to realize based on the d.c. experience how fearful the police officers must be knowing that at any moment he could be targeting them. so the stress is extremely high. but i don't imagine it's a cold path. the investigative pieces haven't all come together and certainly a lot offing the information woebl won't be released. there's no doubt in anyone's mind that he's also paying attention to p the media, trying to follow the investigation over the airways.

but also the knowledge that he's trying to gather intelligence in order to protect himself. and so he's going to be looking at the media to try to gatt irthat sbel. >> and i understand there are police officers who are normally on motorcycles who have been taken off motorcycles, normally who are in traffic. cops who are on the beat, who are now inside their cars because they want to protect thmss and everybody who is on alert at this point. is it a good idea for them perhaps to get out of their uniforms for them to hide in some way? how safe are the police officers on the streets now? all of them out there looking for them who are clearly targets? >> well, certainly, i think all people in law enforcement will appreciate your concern and that is certainly well thought out on your part. but the reality is, i think they sign up to send that message in uniform to the public that they are there. that blue line between the good guys and the bad guys, and so i

think the police officers will stay visible, will stay in uniform. that's what they sign on to do. that's their mission in life. and yes, it is dangerous, but it's always dangerous. this is a more specific target. but i really don't an tis pace that the police officers will make any effort to hide or disguise themselves. their goal is to be on the alert and to bring this person to justice. >> okay. thank you very much. really appreciate it. we're following the other breaking news. that is the massive snowstorm that is coming. let's look to boston mayor. >> -- under a blizzard warning until 1:00 p.m. tomorrow. we're also under a coastal flood warning until noontime on saturday. this is a large and powerful storm. however, we are encouraged by the numbers of people who stayed home today and who are moving their cars off the streets.

and all city buildings are closed as of noontime today because the nta will not service them at 3:30 this afternoon. make sure the city workers have the ability to get home from their jobs. the snow emergency goes into effect at 12:00 p.m. they will remain intact on the main arteries. please get your cars off the streets. you have to show a city parking sticker to get one of those reduced rates. go to the cityofboston.gov for further information on where the 19 parking lots are. our 24-hour service will remain open and ready to help.

635-4500 is the number. we have a team here for all operations and residents concerns. we have 34,000 tons of salt. now over 600 pieces of equipment ready to be deployed throughout the storm. again, this is a major portion. stay off the roads. let the public works crews do their job over the next 48 to 72 hours. maybe sure the public safety vehicles are able to get through the streets of our city. so the message really is we are here if you need us. call our hot line once again. or 911 if it's an emergency. if it's an emergency only. if it's a question about

snowplowing or parking call the 635-4500 number. please check on your neighbors. we'll continue to update you as we receive more information over the next few hours. we'll continue to update the constituents. like to have the public works commissioner say a few words about what public works is doing at this time. >> boston mayor knows what he's talking about. this could really rival the record of back in 1978 when they had a massive storm. i want to brick back ashleigh banfield. new york will get it as well. probably not as bad, but significant because it's a different ball game when you're talking about new york and dealing with a lot of snow and a lot of ice. >> see what's over here? those are kids. they're already aware that the

cameras are here. let me tell you something about kids, coup san. the there are school closures all over the place. connecticut has a number of school closures. manhattan is likely dealing with school closures or early dismissals. there are going to be thousands and thousands of kids up and down the eastern seaboard like these kids looking for something to do today. tree limbs fall. trees fall. plenty of deaths are reported in the storms because of it. maybe these kids are headed to the mall nearby to find something to do while school is out. in fact, the mayor of connecticut already declared a state of emergency. when we come back after the break, how bad it's going to get as you move up the coast.

as we continue to watch this huge nor'easter colliding over new york and massachusetts and a number of new england states, we're also watching a very serious development in the west coast as well. in the los angeles area, there's a man hunt under way for the

ex-lapd officer and ex-navy lieutenant who has vowed revenge on the lapd by hunting down and killing officers anywhere he finds them. at work or at play. and not just them. their families, too. joining me is our cnn legal contributor who is watching the story as well. paul, as the police and officials try to find this man before he finds more agents -- he's already killed three and injured two, are the prosecutors trying to build a case so if and when they catch him and hopefully alive, they're ready to go in a prosecution and my guess is a death penalty prosecution? >> well, prosecutors are standing on the sidelines right now. i don't think they're actively involved. this is the police investigation. in terms of how a lawyer would look at the the situation and the lieutenant -- and i call him the lieutenant because he was in the military has to understand that his only way out is to voluntarily surrender. with law enforcement mounted against him.

in the end if he gets into a firefighter he's going to wind up sked. . dead. a peaceful surrender can be arranged. that's the only way out at this point. >> that's why i want to ask this. he's a media junkie. he has contacted cnn. he knows people by name on this network. it is possible that he's watching the developments. he's gone underground after shooting at will. he's gone under the radar. so if he's watching, is there something he should know about what that would mean for him? if he surrendered. would that mitigate his case? does this tell people, maybe we don't go for the death penalty. quite possibly not a way out of lifetime in jail but a way out of the death penalty if he comes forward voluntarily? >> it would heavily mitigate his case and also i've read his manifesto and his point

basically is the system has been totally irrational and unfair in the way he was treated. for him now to surrender, his message has been broadcast. and it certainly will be broadcast in a trial to follow. but for him to go down in a hail of gunfire and die and kill other people, he will look like an insane crazy person. and he will totally destroy his own credibility. to keep his credibility and to get his story out there, he should be reaching out to a lawyer, to a reporter, to anybody that he feels he can trust so that a peaceful surrender can be arranged. he'll come out of it alive. and his story will continue to be told. >> here we are in the eastern storm. and there's also a storm on the west coast as well. and it's also something causing problems for the investigators the there. those trying to track him. big bear, east of los angeles where this storm is expected,

christopher. the person they're tracking and snow there making it a little bit more difficult. not just for them. but probably for him as well. as it continues to get colder and icier and the west snow turns to sleet and painful snow, there are emergency management recommendations for everybody who will bear the brunt. tell us what we like and what we can expect coming up. administering her medication, and just making her comfortable. one night britta told me about a tradition in denmark, "when a person dies," she said, "someone must open the window so the soul can depart." i smiled and squeezed her hand. a hacker got into the e-mail accounts belonging to the bush family. a spokesman for former president george h.w. bush tells cnn that a criminal investigation is now under way. an actor hugh grant is among 140 people whose phone was hacked. now he's part of a settlement. rupert murdoch's news international reached the deal. as for how much, we don't know.

but grant's lawyer said it was substantial. and back to our main story, of course. huge, huge snowstorm about to hit all of new england from new york tomy. i just left there. 3600 flights canceled now. how did you get the nice warm studio and the pretty dress and i got the ball cap wet hair and the big guy jacket. >> i made a mad dash out of new york last night. >> seniority. he's going back and forth with a salting unit.

this rain and snow is falling and turning into a wet ice. and that makes it really treacherous. not just for walking, but clearly for driving, which is why will are so many suggestions there could be shutdowns. a lot of the transit also will be shut down along new england as well. by the way, if you're a student and getting ready for college and planning on the act test, not so fast. there are about 12,000 students who will not be able to take the test tomorrow. all these centers are shutting down. i can tell you that 80 test sites are closing down out of 190 test sights across the counted. eight states decided to stop the test. if you're one of the kids, you have to go to the website and know if your site is one of the sites that have been shut down.

and the next test is not until mid-april. that's going to affect a lot of kids planning to take the national act test. i also want to take you to the state of maine. and the emergency management officials up there are bracing for the worst of what we're expecting. rob is the director of the emergency management agency. he joins me on the telephone. i'm getting word of a massive pileup in your state. 19 cars have piled up. what can you tell me? >> i think that's been cleared at this point. what happened earlier this morning we had a car spin out on interstate 295 in the southern portion of the state. and when it spun out five other vehicles collided with it. and shortly after they were 13 more vehicles that became involved. so you can imagine what it takes to get that many wreckers in there to get that cleared out.

>> and we've been getting word that fema has put out the word for everyone to get prepared. it's a bit of a no brainer. but this one will be bad enough that they want people to do as much in advance of the storm as possible. what are the thing thags people should be doing? >> i think people need to take care of themselves. we always preach the first 72 hours. if you can take care of yourself, then the first responders are relieved a great deal of the work and can focus on the most critical areas. and so we look for people to make sure that they have enough food and medications in the house. at this point it's late to get that. we have a real strong possibility of power outages to be careful about the use of general traitors that can come from them. we don't want to lose people from that method either.

>> let me throw in the idea of the gas stove, too. we lose a lot of lives that way during storms. thank you for the advice. get look getting through the storm. i hate to say try to weather the weather. but i want to go to boston now. indra peterson is standing by. you're the new guy, so we stuck you in boston where they're supposed to get up to three feet of snow. i'm hearing the governor has now actually mobilized 6,000 national guards men to be on storm stand ji by. this looks like it's getting very serious there. >> yeah, it looks like definitely worsening here. just in the last few minutes we're seeing the snow start to stick. you can see the ground now is covered in white. we're looking at the custom tower. i can still see it. visibility is not below that

just yet. we do the know that the system is worsening. now we just heard from the mayor that held a news conference here asking residents to stay off the the streets as of noon. we're really nearing that point at this point in time. they're shotting down public transportation at 3:30. it's been a mild season. over 15 inches below normal. they feel confident that the major has everything under control. they have these units out there to plow the streets. everyone is heeding the warnings and staying home,hunkering down to the entire weekend. >> and that just changed to 6,000 national guardsmen. they are very preprayered in the say where you are. i know that you're already in the snow. i'm in the wet yucky, ugly rain and came prepared with my ruler.

this is the rooler i'm going to use all day. i'm going to measure the snowfall throughout the day in new york, connecticut, via the presidents. when we come back, it's all about the forecast at this point. i may laugh and joke and people are -- look at this lady. she is walking with bare legs. it's cold and it's yucky, but it's going to get very bad. so we are on a bit on the march towards when it is really dangerous to be outside. and as we go forward in this program, the forecast will give you your indication of where you are as to just when you should not get out. sometimes it's all about the wind and a nice big gust crept up before we went on camera. we're kbpting hurricane forced gusts as this marches towards the worst weather we'll see mid to late day.

looking at the predictions in the forecast. when is it going to hit. when is it going to be the worst? when do you not want to be outside? >> don't want to be outside. conditions are going to quickly go downhill. as we show you on the radar, still dealing are rain through delmarva. the same for areas like rhode island into connecticut and boston. we've seen indra. it's changing to white conditions very quickly. these two storms will merge together and this will produce the big snow tomorrow that we're talking about. producing three feet of snow and the other part of the story is as the system is moving to the north, the winds will be kicking up. we're talking some kurk forced winds. some but we continue to track this for you. this is 4:00.

all snow in new york. the same for areas in massachusetts. as we go into the overnight hours, that's where we see the wost of the conditions. the blizzard conditions will disrupt. with the winds around you don't be able to see. you don't want to be on the roadway. then tomorrow we'll see the storm system pulling away. this is at 6:00 at night. it's still going to be windy on saturday. now for boston and maine we're also going to talk about basicic visibility. and when you're talking about a blizzard, you're talking about visibility a quarter mile or less with those sustained winds for three hours. you can see the blizzard warning anywhere in red from new jersey all the way to maine.

note reading in part "i never lied." he says this dvd confirms his story, the story that he says got him initially. also in the package a coin wrapped in duct tape, the tape bearing the inscription thanks but no thanks. on the top of the duct tape, there's an abbreviation. we thoughave looked at it closed it appears to be the number one with a space and then the letter m.o.a. could stand for one minute of arc. you can see the bullet holes. another shot nicked off the top. that's the coin that was part of this parcel. and as i mentioned, i was made aware of this parcel just today as was the editorial staff of my

program and also cnn management. and obviously upon learning of its existence, cnn alerted both chief braden and law enforcement. bill braden is the former new york commissioner and l.a.'s retired chief of police. he joins me. i want to show you some of the images that were september to me, i didn't know about this until just a few hours ago and i know you're seeing these images for the first time. the first is a coin, the kind of coin that i would imagine either you give out or it's the kind of thing soldiers often give out or police forces have a ceremonial coin with bullet holes clearly shot through both in the center and off to the side. do you have any idea how this man might have gotten this coin? >> chances are he would have received it in me, the photograph that's been displayed very widely today of me shaking his hand in front of a pair of flags, probably would have been the custom i have of when somebody was activated in to the military, heading overseas, i would bring them up to the office, present them with one of these coins as a token of

respect and good luck. and also have their family come up to meet our military liaison officer who would then basically work with the family during the period of time when the officer was gone. so looking at this coin, that is what is called a challenge coin. it's my personal coin that i give out for people. the coin is usually about an inch and a half, two inches in will width. so it looks like he probably shot that through with like a .22. >> i think it's a military tradition, oftentimes they'll coin me or i think president obama has some, other high officials have them. do you remember anything about this person? >> i actually do not. it's interesting because he's a very distinctive looking individual, just the shear size of him. but in the course of a year in the lapd, i would probably handle anywhere from 200 to 400 disciplinary cases, major cases. and 10,000 person department
